Job Description
Responsibilities: This position maintains responsibility for preparing, evaluating and supporting major capital investment projects for adherence to company project management guidelines, for managing in-house design/drafting function and for maintaining updated Technical Guidelines. This position also maintains responsibility for coordination, consolidation and submission of the yearly Capital Budget. Will be responsible for coordinating all training activities in the engineering department, as well as to manage the Group Engineering website. PRIMARY RESPONSIBILITIES:

* Will ensure project managers and factory project engineers adhere to company project management TM's and guidelines (cost, schedule, outsourcing of engineering), in order to achieve that all projects are completed according to the defined scope, on time, on budget and with a smooth start up and transition to Production. Will assist in establishing project systems to ensure success of projects.

* Oversee, coordinate, consolidate and timely submit Capital Investment proposals for company all Brands, , following the Capital Investment Guidelines. Will be the CIAT (Capital Investment Approval and Tracking) champion for all divisions within company Will review, modify and ensure all submissions meet guidelines for proper content in the required attachments, including the technical, marketing and financial justifications.

* Consolidate the Capital Investment Monthly Report. Keep a monthly updated estimation of the year end CAPEX and the available balance in the Unforeseen Credit.

* Coordinate all training activities with Engineering specialists and maintain/update training calendar for the Engineering Dept. This will include soliciting and coordinating engineering related training given by other engineering areas and by other departments (e.g. Environmental, Safety and Quality). Will be directly responsible for Capital Project Management training, including the detection of training needs.

* Manage the design/drafting function in terms of manpower planning, staffing as well as interdisciplinary coordination and overall technical quality of the function. Maintain a comprehensive set of as-built drawings from all factories.

* Update and maintain the Engineering Website (Webmaster)

* Continually update and maintain the engineering consultant/contractor database on the engineering website for factory project engineer's use when outsourcing of engineering work is required. Actively seek and evaluate the capabilities of outside engineering firms that can be utilized for outsourcing.

* Act as a coordination point for all group specialists in regards to Ccompany excellence programs Will be directly responsible for content in areas of Projects and Training. Maintain an updated comprehensive set of design and drafting standards.

* Gather Benchmarking information (both internal and external) that will help to drive continuous improvement by allowing us to compare ourselves with our competition.

* Identifies and pursues systems and procedures improvements, such as estimating, project management, communications, computer applications and specifically CAD.

Qualifications: * Bachelors Degree in Engineering (Mechanical, Electrical, Process, Chemical) from a reputable Engineering school.

EXPERIENCE:

* 5 to 7 years minimum experience in project and engineering management, including executing and managing a range of engineering and construction projects (estimating, cost control, scheduling, resource management, construction contracts). * Experience as a PMO is highly desirable. * Significant plant design experience including a range of disciplines.
