JOB DESCRIPTION:
The Human Resource Manager is responsible for directing the activities of the Human Resources Department which includes maintaining an effective, stable workforce, employment practices, labor relations, wage and salary administration, hiring procedures, training and development, safety, employee benefits, and workers’ compensation. The Human Resource Manager is responsible for the supervision of 2 HR employees. Job duties include:
- Direct employment activities and implement procedures to ensure that considered qualified candidates are recruited and hired.
- Ensure the facility is in compliance with Federal and State laws relating to such policies as EEO/AAP, NLRB, FMLA, FLSA, Human Rights, OSHA, etc.
- Create and manage Human Resource annual budget.
- Direct and control the daily functions of the department to achieve goals within budget.
- Administer all employee benefit programs at the facility level
- Initiate, direct, and control new employee orientation and other training programs.
- Provide counsel and advice to all levels of the organization on human relations issues.
- Administer union contract, working rules and union contract negotiations.
- Maintain and control all personnel recordkeeping activities.
- Implement and administer corporate and divisional policies.
- Administer the Ralcorp wage, salary, benefits and payroll programs, including the completion of the performance appraisal program.
- Conduct the investigation and develop responses for all charges brought against the company that relates to industrial/employee relations
- Oversee and direct the overall facility safety programs.
- Initiate and control the preparation of job descriptions for all management and staff personnel and posting of open positions
- Oversee regulatory and legal aspects of Human Resources.
- Assist the Plant Manager in developing plans related to the workforce
- Perform other duties that may be deemed appropriate by Plant Manager
JOB QUALIFICATIONS:
- BS/BA degree in related field (minimum required) MBA or masters degree ( preference)
- Basic understanding of human resources principals and practices required
- 2 years human resources/safety experience
- 2 years supervisory experience
